Team Member

Dustlyne Beavers

Founder & Lead Consultant

Dustlyne brings more than 20 years of experience in human services, including 15 years working within the Regional Center system and California’s Self-Determination Program. As the founder of First Choice Solutions, she has helped hundreds of participants and families navigate the program with greater clarity, confidence, and choice. Her experience includes service coordination, independent facilitation, training, consultation, and systems-change work. She was also a founding member of the California Association of Independent Facilitators, helping strengthen and professionalize the field. Dustlyne is passionate about making complex systems easier to understand and helping individuals create services that reflect their unique lives, needs, and goals.

Andrea Conetto

Associate Director

Andrea is a dedicated advocate with more than 22 years of experience in the Regional Center system and nearly three decades supporting individuals with developmental disabilities. For the past seven years, she has worked within the Self-Determination Program and has served as an Independent Facilitator for the past four years. Andrea is passionate about helping individuals and families navigate their unique journeys, achieve their goals, and celebrate every success along the way. She finds daily inspiration in the strength of the families she serves and believes deeply that every person deserves meaningful opportunities, choice, and support. Above all, Andrea is a proud mom and bonus mom to four children and grandmother to eight. In her free time, she enjoys skiing, hiking, crocheting, reading, sewing, arts and crafts, and a good glass of wine.

Xachi Rubio

Independent Facilitator

Xachi holds a bachelor’s degree in Kinesiology with a minor in Child and Adolescent Development and is currently pursuing a master’s degree in Occupational Therapy. Her education has given her a strong foundation in human development, individualized support, and person-centered care. For the past two years, Xachi has worked with First Choice Solutions, where she has continued to expand her knowledge of Regional Center services and the Self-Determination Program. She believes every person deserves the opportunity to build a meaningful life based on their own goals, strengths, and aspirations.

Jesus Plascencia

Independent Facilitator

Jesus is dedicated to helping neurodiverse individuals build meaningful, independent lives and pursue opportunities that reflect their goals and interests. He holds a bachelor’s degree in Human Development and Philosophy from California State University, Long Beach, and continued his studies in Social Entrepreneurship at the University of Southern California. Jesus began his career in Applied Behavior Analysis before joining NAPA Center as a Behavior Interventionist. From 2018 to 2024, he managed a Supported Living Services agency that partnered with the UCLA Pathway Program, helping young adults develop greater independence, confidence, employment skills, social connections, and community involvement. He is passionate about person-centered support, self-determination, and empowering each individual to define their own vision of success. Outside of work, Jesus enjoys cycling, running, CrossFit, traveling, and taking on new challenges.

Michael brings a wealth of knowledge to the team, along with his own life experience as a Regional Center participant. He is passionate about helping others achieve self-advocacy and independence.

Makena Morehead

Person-Centered Planning Specialist

Makena rounds out the First Choice Solutions team with her 13 years of experience in supporting individuals with disabilities. Her expertise in life skills development and socialization helps clients build confidence and independence.
